Canada PNP draws: More than 1,000 immigrants were invited by three provinces last week.
British Columbia, Ontario, and Saskatchewan nominated immigrants under the Provincial Nominee Program (PNP), a system designed to attract and select economic contributors. It is essential to observe that Quebec and Nunavut have distinct immigration programs.
Saskatchewan Immigrant Nominee Program
The Saskatchewan Immigrant Nominee Program (SINP) enables Canadian immigration. Through the SINP, the Saskatchewan government:
Invites non-Canadians who wish to make Saskatchewan their residence to apply for residency.
Nominates successful applicants for permanent residency in Canada to the federal government.
The Saskatchewan Immigrant Nominee Program is only one of the stages required to become a permanent resident of Saskatchewan. All approved applicants must also submit a residency application to the Canadian Immigration Commission through Immigration, Refugees and Citizenship Canada (IRCC).
Saskatchewan invited 1,703 candidates over two days on September 6 and 7, 2022, nearly doubling the number of candidates invited for the previous draw on September 1, which was the largest draw of 2022.
On September 6, the province of Saskatchewan held targeted lotteries for a number of in-demand NOC occupations through the Express Entry system. Due to varying minimum scores, there were two drawings per category, totaling 760 applicants. Some NOCs required a minimum score of 61, whereas others required a score of 69.
The draw on September 7 invited 521 Express Entry candidates and 422 Occupations-In-Demand candidates, for a total of 943 candidates with a minimal score of 70 for both categories.
The most recent draws continue Saskatchewan’s weekly trend of inviting more applicants. Prior to July of this year, Saskatchewan held draws approximately every two months, with totals rarely exceeding 500 candidates per draw, even before the pandemic.
Ontario Immigrant Nominee initiative
Ontario’s economic immigration initiative is known as the Ontario Immigrant Nominee initiative (OINP). It collaborates with the Canadian government via Immigration, Refugees, and Citizenship Canada (IRCC).
The OINP accepts nomination applications from foreign workers, international students, and others with the required talents, experience, and education.
The Ontario Immigrant Nominee Program (OINP) identifies and nominates candidates for permanent residence who possess the skills and experience required by the Ontario economy, while the Government of Canada makes the final determination to approve permanent residence applications.
The Ontario Skilled Trades Stream of the Ontario Immigrant Nominee Program (OINP) conducted a draw on September 7. The province invited 1,521 applicants with a minimum score of 320 to apply. This stream is aligned with Express Entry, so candidates who are invited receive additional Comprehensive Ranking System (CRS) points and an Invitation to Apply (ITA) for permanent residence in a future draw from the Express Entry pool.
British Columbia Provincial Nominee Program
On September 7, the province of British Columbia invited over 369 candidates to submit nomination applications. Each week, British Columbia typically conducts a provincial nomination draw.
The majority of applicants, 361, were invited in a regional, targeted lottery for tech jobs. Only candidates with employment proposals outside the Metro Vancouver Regional District were invited to this regional draw.

Strategic priorities – factors that address particular labour market requirements in British Columbia or support government pilot projects and initiatives
Invitations were extended to candidates in the categories of Skilled Worker and International Graduates, as well as Express Entry candidates. Candidates with Entry Level and Semi-Skilled Experience were also selected.
For the targeted regional draw, the minimum SIRS score ranged from 95 for Skilled Workers with Express Entry to 71 for Entry Level and Semi-Skilled candidates.
The province also extended invitations to individuals holding the following positions:
8 early childhood educators and assistants (NOC 4214) with a minimum score of 60.
Personnel in the healthcare industry with scores of at least 60.
Manitoba Provincial Nominee Program
The Manitoba Provincial Nominee Program (MPNP) enables the province to recruit immigrants who are well-suited to the local labour market. Manitoba recognizes the many economic and social benefits skilled immigrants can contribute. In order to expedite the immigration process for talented individuals who desire to reside in the province, the Manitoba PNP was created. There are two methods for prospective immigrants to apply for the Manitoba Provincial Nominee Program in 2018. Outside of Express Entry, they can send Immigration Manitoba a direct Expression of Interest (EOI). The recipient of a Manitoba nominee certificate from the MPNP can then apply to become a permanent resident of Canada through Express Entry by creating a new profile and uploading credentials.
Alternately, individuals interested in immigrating to Manitoba through the MPNP can begin by establishing a Canada Express Entry profile that formally demonstrates their intent to immigrate to Manitoba. The Immigration Manitoba Provincial Nominee Program may transmit a Notification of Interest (NOI) through Express Entry, inviting the potential immigrant to submit an Expression of Interest (EOI). If nominated by Manitoba, the potential immigrant’s Express Entry profile will immediately be conferred with the nomination certificate, granting him or her an additional 600 points under the Comprehensive Ranking System of Express Entry. This substantial increase in CRS score should earn the applicant an Invitation to Apply (ITA) for Canadian permanent residency in the subsequent Express Entry draw. On September 8, Manitoba held its most recent PNP draw and distributed 278 invitations via the Manitoba Provincial Nomination Program.
Three immigration streams received invitations:
The International Education Stream issued 41 invitations without requiring a minimum score. In Manitoba, Skilled Workers issued 217 invitations with a minimum score of 616. Skilled Workers Overseas has extended 20 invitations to candidates who scored at least 703.
Seventy-nine percent of those invited to register had profiles in the Express Entry system.
